Key Focus
Knowledge creation and exploitation of scientific discoveries for
a better world: that is our goal at A*STAR.
We do it by fostering world-class scientific research and nurturing
world-class scientific talent for a vibrant Knowledge-Based Singapore.
A*STAR represents today's research scientists and future generation
of aspiring scientist who dare to race with the world's best towards
the very limits of modern science. Together with scientists we will
build up our intellectual capital and our scientific capabilities.
That will boost the economic competitiveness of Singapore.
Organisation Structure
A*STAR is a luminous Constellation, charting the course for Singapore's
Science and Technology. It comprises the Biomedical Research Council
(BMRC), the Science and Engineering Research Council (SERC), the
Exploit Technology Pte Ltd (ETPL) and the Corporate Planning and
Administration Division (CPAD).
Both BMRC and SERC promote, support and oversee the public
sector R&D research activities in Singapore. Both Councils fund
the A*STAR public research institutes who conduct cutting-edge research
in specific niche areas in Science, Engineering and Biomedical Science.
Biomedical Research Council (BMRC)
The BMRC, established in October 2000, supports, oversees and co-ordinates
public sector biomedical research and development activities in
Singapore.
The objectives of the BMRC are:
- To support, sustain and stimulate excellent
research directed at maintaining and improving human health
- To train people in high quality skills to meet
Singapore's needs of health, quality of life and global economic
competitiveness
- To promote societal awareness of Biomedical
research
The BMRC is overseen by a Ministerial Committee that is chaired
by Deputy Prime Minister Tony Tan and includes the Ministers of
Trade and Industry, Health and Education. Guidance and advice is
provided by an International Advisory Council.
The BMRC oversees the R&D initiatives of these Research
Institutes:
Institute of Molecular and Cell Biology (IMCB)
Bioprocessing Technology Centre
(BTC)
Genome Institute
of Singapore (GIS)
Bioinformatics Institute (BII)
Institute of Bioengineering
and Nanotechnology (IBN)
Science and Engineering Research Council (SERC)
The SERC promotes public sector research and development in Science
and Engineering with a focus on fields essential to Singapore's
manufacturing industry (specifically in electronics, infocomms,
chemicals and general engineering).
The Council's objectives are:
- To develop a foundation of high quality research
in key disciplines;
- To nurture human capital for research; and
- To promote information dissemination and technology
transfer.
The SERC oversees the R&D initiatives of research institutes,
which are classified under four broad industry clusters of chemicals,
manufacturing/automation, electronics and IT & telecommunications.
The 7 research institutes, which the council supports, are:
Corporate Planning and Administration Division (CPAD)
The CPAD supports the two Research Councils and Exploit Technologies
Pte Ltd (ETPL) in performing the functions of Finance, Human Resource,
Corporate Policy and Planning, Legal, Corporate Communications,
Information Technology and Audit.
This division is also responsible for developing and advising
on the implementation of corporate-wide administrative policies
and guidelines across A*STAR, ETPL as well as the Research Institutes
and Centres (RICs).
Exploit Technologies Pte Ltd (ETPL)
Exploit Technologies Pte Ltd is the commercialisation arm of
A*STAR
At ETPL, our charter is to identify, protect and exploit promising
Intellectual Property (IP) created by the Research Institutes (RIs)
under A*STAR. These include facilitating the IP Management Process
(i.e. the protection of inventions through patents, copyrights etc)
and commercialisation of such IPs.
In a nutshell, ETPL provides unique capabilities that complement
A*STAR's ultimate strategic goal of bringing mind to market by bridging
the gap between research and successful commercialisation, thereby
creating a robust and vibrant economy in Singapore.

The Economic Development Board (EDB) is the lead government
agency that plans and executes strategies to boost the Singapore
economy in the manufacturing, manufacturing services and traded
services sectors.
Set up in 1961, we have played a key role in transforming Singapore

The EDB's strategies for developing knowledge-driven industries
are to: develop diversified, globally competitive and highly networked
clusters; build up world-class capabilities; and promote innovation
and enterprise.
Value-Creating Service for Investors
The EDB way is to work closely with clients to create innovative
solutions to meet business needs, while constantly updating our
own long-term strategic plans to respond quickly to changing conditions.
In executing our mission and strategies, the EDB undertakes
the following:
proactively identifies and undertakes investment promotion
of key companies and technologies;
provides a one-stop service for investors to set up operations
in Singapore;
assists investors and local enterprises to identify business
opportunities in Singapore;
puts in place land, skilled labour, infrastructure and other
facilities for businesses to launch their operations swiftly;
links international and local companies to run worldwide businesses
from an efficient base in Singapore; matches business partners for
regional ventures in Singapore's overseas industrial parks;
and manages several initiatives to award assistance programmes
to operations which meet desired objectives in line with EDB's mission.

The Energy Market Authority of Singapore (EMA)
was set up on 1 April 2001 to regulate the electricity and gas industry
as well as district cooling services in designated areas. EMA also
took over the system operation function of the electricity industry
to ensure the reliability of the electricity system. EMA is spearheading
the liberalisation of Singapore's electricity market to facilitate
full retail competition. The liberalisation exercise, to be implemented
in phases, will eventually allow all consumers to buy electricity
from retailers of their choice.

EMA as the regulatory authority has four key roles :
- Promote a competitive and well-functioning
electricity and gas market, while at the same time, ensuring the
security and reliability of the electricity and gas supply
- Safeguard the interests of consumers, to ensure
that they are provided with electricity and gas services at competitive
prices and of adequate standards
- Promote the efficient use of energy utilities
- Represent Singapore's interest in regional
and international energy forums such as ASEAN and APEC to ensure
that Singapore continues to have free and non-discriminatory access

market, the Singapore Trade Development Board has been restructured
to focus on internationalising Singapore-based enterprises. Now
known as "International Enterprise Singapore" or "IE
Singapore", our mission is to help Singapore-based companies

(JTC) is Singapore's leading developer of industrial facilities
and infrastructure. Established in 1968 as a statutory board with
a mandate to kick start Singapore's industrial growth, JTC has helped
